Download
Download the client for your Operating System here:
www.teamspeak.com
Click the big Free Download button on their website's page, it automatically detects what client you should download.
Once you have downloaded the Client install it. Then take the set up process.

Setup
Goto Connections -> Connect
Fill the pop up with this information:
Address: ts.zmdev.net
Port: 9987
Password: tzm
Type in a Nickname and then click connect.

Settings
There will be a default Female voice pack for events and notifications.
To Disable this voice pack go to: Settings -> Options -> Notifications
Once here you can disable each individual sound
that you do not want to hear, or you can select the Sounds Deactivated Package.

Join A Room
To join a room just double click on the list of rooms on the left.
The Texas Chapters meeting will be held under the North American Chapters category.
